Neil Parrott said babies with HIV should be tattooed. He wrote the HIV tattoo would be 100% unmistakable sign. Parrott said he'd withhold life saving medicine until after they've received the HIV tattoo. No Democrat or Republican says this except Neil Parrott. Neil Parrott's idea of withholding medicine from babies unless they're tattooed is wrong.
